Collective Bargaining legislation for State employees and employees of Higher Education (for employees at State Colleges and Universities) can be found in the Annotated Code of Maryland, Article – State Personnel and Pensions, Sections 3-101 through 3-602. Collective bargaining legislation for employees at Community Colleges can be found in the Annotated Code –  MD Code, Education, D. III, T. 16, Subt. 7

These sections establish and define the State Labor Relations Board and the Higher Education Labor Relations Board.  They also outline what activities are expected and permitted by employers and unions in the collective bargaining process as well as what types of employees are included in bargaining units.
