Maryland Public Employee Relations Board

The Maryland Public Employee Relations Board (PERB) was created by the passage of MD House Bill 984, the Public Employee Relations Act (PERA). This new law has been codified at Maryland Code Title 22.

Additionally, sections of the Maryland Education Article and the State Personnel & Pensions Article have been amended in conjunction with PERA. Please click the below links to read the current language of those laws that also apply to the jurisdiction and authority of PERB:

PERB has adopted regulations which appear in COMAR, at Title 14, Section 30

The Membership of PERB was announced via a press release on August 1, 2023.

**NEW** PERB CASE FORMS
**Please note that the following forms will be available on PERB’s new website (currently in development), and the forms may look cosmetically different there, in a more digital format. For the time being, however, PERB will be accepting matters filed on the following forms:
        1.  Representation Election Petition
        2.  Decertification Petition
        3.  Unit Clarification Petition
        4.  Impasse Request Form
        5.  Unfair Labor Practice Charge Form
        6.  Negotiability Dispute Form (public school matters only)  

In due course, PERB will develop a website for itself, with links, as appropriate and per PERB board membership direction, to previous Maryland Labor Board materials.
