- E. Pre-election conference attendance shall be limited to:
- 1. The Executive Director and up to two Board staff members
- 2. Three (3) representatives for each election process participant.
.09-1 Tally of Ballots.
- Ballots shall be counted at a place and time prescribed by the
BoardExecutive Director, or his or her designee, and shall be open to the public viewing. - The Executive Director, or his or her designee, shall undertake the counting of the ballots. Present at the table, with the Executive Director, or his or her designee, for the official tally of the ballots, shall be:

(1) The Executive Director of the Board, or the Executive Director’s designee;
(2) (1) An additional Board staff observer;
(3) (2) One observer from each party to the election; and
(4) (3) One observer from the employer/institution.
